Parc Adfer Energy Recovery Facility - Initial Application Received

Overview

Enfinium Parc Adfer Operations Limited have submitted an application to Natural Resources Wales (NRW) to change its environmental permit for Parc Adfer Energy Recovery Facility (permit number EPR/AB3092CV).

This change, termed a ‘variation’, is a legal requirement under the Environmental Permitting Regulations (England and Wales) 2016.

We are seeking comments on this application.

Section 5.1: Waste management - Part A(1) (a) The incineration of non-hazardous waste in a waste incineration plant or waste co-incineration plant with a capacity exceeding 3 tonnes per hour.

Section 5.4: Disposal, recovery or a mix of disposal and recovery of non-hazardous waste – Part A(1) (a) Recovery or a mix of recovery and disposal of non-hazardous waste with a capacity exceeding 75 tonnes per day (or 100 tonnes per day if the only waste treatment activity is anaerobic digestion) involving one or more of the following activities covered by the Urban Waste Water Treatment (England and Wales) Regulations 1994 (iii) treatment of slags and ashes.

Section 6.10: Carbon Capture and Storage – Part A (1)(a) Capture of carbon dioxide streams from an installation for the purposes of geological storage pursuant to Chapter 3 of Part 1 of the Energy Act 2008 and other EU-derived domestic legislation which transposed Directive 2009/31/EC on the geological storage of carbon dioxide in relation to England and Wales.

Medium Combustion Plant - Schedule 25A – Medium Combustion Plant, and Specified Generator that is excluded.

The permit currently allows the incineration of municipal, industrial and commercial waste in a combined heat and power-enabled incinerator.

This application is to add a post-combustion carbon dioxide capture plant (CCP) to the exhaust gas from the incinerator to reduce atmospheric carbon dioxide emissions. The CCP will use an amine-based solvent to absorb carbon dioxide (CO2) from the exhaust gases. The captured carbon dioxide will be compressed before being transported off-site for geological storage.

The application contains a full description of the proposed installation; the materials, substances and energy it will use and generate; the conditions of its site; the source, nature and quantity of its foreseeable emissions and their potential impact, the proposed techniques for preventing, reducing, and monitoring its emissions and preventing and recovering waste; and an outline of the main alternatives, if any, considered.
