Afan Sludge Treatment Centre Draft Decision
Overview
Dwr Cymru Cyfyngedig have submitted an application to Natural Resources Wales (NRW) to change it’s environmental permit for Afan Sludge Treatment Centre (permit number/ZP3032KQ).
This change, termed a ‘variation’, is a legal requirement under the Environmental Permitting Regulations (England and Wales) 2016.
We have assessed the proposed changes and are minded to grant the permit variation.
Application Details
Application Reference: PAN-027050
Operator: Dwr Cymru Cyfyngedig
Application Type: Substantial Variation
Address: Afan Waste Water Treatment Centre, Harbour Road, Phoenix Walk, Port Talbot Steelworks, SA13 1RA
Proposed Activity: S5.4(1)(b)(i) Disposal of non-hazardous waste with a capacity exceeding 50 tonnes per day (or 100 tonnes per day if the only waste treatment activity is anaerobic digestion) involving (i) biological treatment
The variation will add an Anaerobic Digestion Plant to the Operator’s existing environmental permit.
Our draft decision
We are minded to grant the permit variation. We will only grant a permit variation if we believe that significant pollution will not be caused, and the operator has the ability to meet the conditions of the permit.
The permit includes appropriate conditions to protect human health and the environment.
