Price Review

The Price Review (PR) is Ofwat’s process for determining both customer bill and investment levels by water companies in England and Wales during each five-year investment period. The Price Review sets the investment for each subsequent five-year Asset Management Plan period (AMP).

  • PR24 set investment for AMP8 (2025–2030) 
  • PR29 will set investment for AMP9 (2030–2035).

 

The Price Review sets out:

  • What water companies must deliver
  • How much they can charge customers
  • How performance is measured

This process ensures bills remain fair while allowing companies to invest in maintaining and improving essential water and wastewater services.

Price Review takes place every five years across England and Wales. 

PR29 is the current review period. The planning phase will run from January 2025 to December 2029.

Roles and Responsibilities 

Natural Resources Wales (NRW), Ofwat, Water Companies and Welsh Government play key roles throughout the Price Review, each contributing to how investment, environmental outcomes and customer services are shaped in Wales.

NRW engages with water companies and stakeholders to develop and shape the National Environment Programme (NEP) identifying environmental delivery and compliance opportunities.

Wales Water Industry Strategic Environmental Requirements (WWISER)

WWISER is a document which sets the expectations on the Water Companies including the legal requirements, and wider environmental outcomes.

National Environment Programme (NEP)

The National Environment Programme (NEP) explains what new or changed environmental improvements water companies need to make in Wales, focusing on upgrades and enhancements rather than everyday maintenance. To create the NEP, NRW first prepares documents called Driver Papers, which set out the reasons why certain actions are needed and the laws or standards they relate to. NRW then works with water companies to identify the places that need improvement and the type of work required.

Asset Management Plan (AMP)

The Price Review sets how much money water companies can spend. That investment is delivered in the following five‑year Asset Management Programme (AMP) period. 

Ofwat’s decision on each water company’s plan, which includes the proposed customer bills, sets the budget for NEP improvements. For example, PR24 funding is driving AMP8 (2020–2025).

NRW monitors how water companies use this funding and reports annually on their performance against Ofwat’s targets. 

Water companies are rewarded or penalised through Outcome Delivery Incentives (ODIs) based on how well they deliver. 

Across AMP2 to AMP7 (19952005), water companies have delivered ~5,000 environmental improvement actions.

Strategic Priority Statements (SPS)

The Strategic Priorities and Objectives Statement also known as SPS is prepared by Welsh Government. This sets out the Welsh Government's expectation for Ofwat in its roles as the economic regulator of the water industry in Wales. The 2025 SPS supports the transition toward a future water economic regulator in Wales. The previous 2022 SPS outlined the priority areas for Ofwat in Wales:
