What’s changing?

Digital waste tracking is being introduced across the UK to modernise how waste movements are recorded and reported. 

From 1 October 2026, operators of permitted waste receiving sites will be required to use the UK digital waste tracking service to record waste received at their sites.

Natural Resources Wales is preparing for this change and wants to understand how ready permitted waste receiving sites in Wales are for digital waste tracking, what barriers operators may be facing, and what support may be needed before the requirements become mandatory.

This survey is for operators of permitted waste receiving sites in Wales.

The survey should take around 5–10 minutes to complete.

You should complete the survey if your site receives waste under an environmental permit.

Why your views matter

This survey is designed to capture readiness for the mandatory implementation of digital waste tracking in October 2026 and to offer NRW’s help and guidance to assist you in meeting your digital waste tracking requirements.

We know that sites will be at different stages of readiness. Some operators may already use waste management software and others may rely on spreadsheets or paper-based systems. Some may still be unsure whether they are in scope for this phase of digital waste tracking.

Your response will help us:

  • understand how prepared permitted waste receiving sites in Wales are
  • identify practical barriers, risks and support needs
  • understand what systems operators currently use to record waste receipts
  • shape future advice, guidance and engagement
  • target support where it is most needed

This survey is not a compliance assessment and will not be used for any regulatory purpose. It is a way to share your current readiness, concerns and support needs with us so we can plan engagement and support for the sector.
