Withyhedge Landfill Permit Variation Consultation
Overview
Resources Management UK Ltd have submitted an application to Natural Resources Wales (NRW) to change its environmental permit for Withyhedge Landfill (permit number EPR/MP3330WP).
This change, termed a ‘variation’, is a legal requirement under the Environmental Permitting Regulations (England and Wales) 2016.
The proposed changes include:

Revised final restoration levels

Modified management and monitoring program for groundwater, surface water and leachate

The addition of 50,000 tonnes of waste soils per year for restoration work under a new Waste Recovery activity

Consolidation and modernisation of the permit, including a review of existing Improvement Conditions and Pre-operational Conditions

Revised restoration levels
Following a review of the completed landfill sections, the operator has identified that the final levels of the completed parts of the landfill do not match the permitted restoration plan. They have proposed modifying the landfills final levels to better align with the current site conditions. To support this request, the applicant has assessed the risk for the revised completion profile.
Modified management and monitoring program for groundwater, surface water and leachate
The operator has applied for several changes to the permit’s management and monitoring program. These include, but are not limited to: enhanced surface water monitoring, modifications to leachate extraction from the closed section of the landfill, and the removal of conditions relating to leachate recirculation. A risk assessment supporting these changes has been submitted to support the proposed changes (refer to the ‘Hydrogeological Risk Assessment Review’).
Waste Recovery Activity
Soils for engineering and capping have previously been sourced from the site. As this source has now been used up, the operator is applying to add a Waste Recovery activity to the permit to allow for 50,000 tonnes per year of soil waste to be deposited at the site for restoration purposes. A Waste Recovery Plan has been submitted to support this change.
Consolidation and modernisation of the permit
The operator has requested the permit be modernised and all previous permit variations be merged (consolidated). They have also requested that existing Improvement Conditions and Pre-operational Conditions are reviewed.
