Announcement of intention not to prepare an environmental statement: Llanfair Talhaiarn

Llanfair Talhaiarn Flood Risk Management Scheme Phase 2
Natural Resources Wales (NRW) gives notice that it proposes to carry out improvement works to the flood defences on Nant Barrog in Llanfair Talhaiarn (TH). The location of the works is along the section of river channel within the Soar Chapel grounds at the junction of Denbigh Street and Water Street (NGR SH 927 700) and Tan y Geulan. The proposed improvement works comprise replacing the existing river walls with higher walls and railings. The new walls will be formed of reinforced concrete and an earth flood embankment. The walls are situated immediately upstream of the Water Street culvert inlet and comprise stone cladding along exposed faces. The earth embankment starts approx. 25m upstream of the culvert inlet and provides a vegetated appearance to blend in with the surrounding habitat
The proposed development does not exceed the applicable threshold/criteria within Column 2 of Schedule 2 of the EIA Regulations in relation to category 10(h) development (Inland- waterway construction not included in Schedule 1, canalisation and flood-relief works). The proposed development does not fall within a ‘sensitive area’ as defined by the EIA Regulations. The proposed development therefore does not require screening under the EIA Regulations.
NRW has undertaken an environmental appraisal and considers that the proposed works are not likely to have a significant effect on the environment and does not, therefore, intend to prepare an Environmental Statement in respect of the works. This was confirmed with Conwy County Borough Council. An Environmental Report comprising an Environmental Action Plan (EAP) has been produced, summarising actions required to implement the environmental mitigation and outcomes in relation to the design, construction, operation of the proposed scheme. It also identifies roles and responsibilities of those involved in the project and refers to all temporary and permanent works.
